Workshop on Crime Statistics in Kyrgyzstan: Development Perspectives and International Approaches

Bishkek (Kyrgyzstan), 10-12 October 2023 – The CoE, in collaboration with the UNODC Information Centre in Uzbekistan, delivered a workshop on Crime Statistics: Development Perspectives and International Approaches in Bishkek, the Kyrgyz Republic on 10-12 October.

A total of 39 representatives from national line ministries/agencies responsible for producing crime statistics, such as the National Statistical Commission (NSC), Ministry of Interior, Ministry of Justice, and Supreme Court, as well as civil society organizations and International Organizations have participated in the first two days of the workshop. The participants actively engaged in the workshop and demonstrated a strong commitment to improving crime and criminal justice statistics in line with international standards. 

 

On the first day, Salomé Flores, the head of the UNODC Information Center, and Jisu Kim, the Data Analysis Officer of the CoE, delivered the sessions on the CVS with interactive group discussions. The trainers presented the main steps for planning and implementing a national CVS and the development of instruments, highlighting the importance of stakeholder engagement. During the group discussions, participants examined available data sources from various institutions and identified information gaps that can be complemented by implementing a national CVS.

The second day focused on generating and managing administrative records to produce crime and criminal justice statistics. The importance of the ICCS, its basic logic, and the key phases of the implementation process were presented. Another topic for the day was the Statistical Framework for Measuring Gender-Related Killing of Women and Girls. Participants were asked to share the types of disaggregating variables of the intentional homicide cases and discussed the possibility of piloting the Framework in the Kyrgyz Republic.

The last day of the workshop was led by Jisu Kim with 15 experts from the NSC. The sessions aimed to discuss practical issues brought up from the previous experience on victimization surveys: determining the sampling size at national and regional levels, identifying key indicators and their calculations, sampling weights, and analyzing the survey results. Based on the results of the workshop, the NSC and UNODC will continue to work collaboratively to implement the national CVS in the Kyrgyz Republic in line with international standards.

The workshop was carried out as part of “Justice for ALL: Mainstreaming People-Centred Reform in the Justice Sector of the Kyrgyz Republic” project, a four-year-long European Union and UNODC co-funded project implemented by UNODC and the Ludwig Boltzmann Institute of Fundamental and Human Rights (LBI-GRM) to promote the humanization of the criminal justice systems in the Kyrgyz Republic and to scale up the country’s capacity to implement its criminal justice reforms in line with the international standards and norms.
