Daejeon (Republic of Korea) Face-to-face, 14 September 2021 – 5th Champions Best Practice Workshop was held 14 September 2021. The workshop was co-organized by Statistics Korea (KOSTAT) and Smart Policing Intelligence Center (SPIC), which is part of the Police Science Institute (PSI) in Korean National Police University, an affiliated Institute of Korean National Police Agency (KNPA).
The workshop discussed the significance of smart policing and its practices on a global scale. SPIC introduced the definition, background, and best practices of smart policing; and the increased utilisation of AI to better predict crime and justify police deployment.
PredPol, was introduced as one of the best practices, the newly developed system that enables more precise and evidence-based geographical crime predictions and justifying police deployment/ patrol in neighbourhoods.
Dr. Gwang-ho Jang, Head of Smart Policing Intelligence Center (SPIC) in his presentation, pointed out the landscape of crime trends and AI policing slowly changing due to the rising number of technology-enabled crimes, which resulted in replacing the conventional ways of responding to crimes. Dr. Jang also shed light on two determinants in advancing smart policing: 1) further investment in building advanced infrastructure in public institutions, 2) internal force to change for more inter-agency collaborations.
In enhancing data collection through utilisation of AI, and smart policing technology while minimizing possibilities of biased sample data, further research into National Police Agency’s ongoing Big Data Integration Platform is necessary, as well as better alignment of national criminal classification with International Criminal Classification System (ICCS).
