
Manila, Philippines (virtual), 13 February 2026 – The UNODC-KOSTAT Centre of Excellence (CoE) and the National Police Commission of the Philippines (NAPOLCOM) convened the first Technical Consultation Meeting for the 2025 National Survey on Safety from Crime and Experience of Victimization (NSSCEV) on 13 February 2026.
In 2026, NAPOLCOM will conduct the 2025 round of the NSSCEV, a national household survey designed to measure people’s perception of safety, satisfaction with police performance, and experience of crime victimization. Since its introduction in 2018, the survey has served as a key complement to police-recorded administrative data, enabling a more comprehensive assessment of crime levels and patterns, including both reported and unreported incidents. Historically, the perception survey has been conducted annually, while the victimization is every five years. The 2025 NSSCEV marks the first time these two will be integrated into a single, comprehensive data collection effort to cost-effectively broaden its nationally representative sample.
CoE and NAPOLCOM have been collaborating since the early stages of the survey design, drawing on UNODC’s Crime Victimization Survey as a methodological basis. Initial technical exchange began in December last year through the review of draft methodology and questionnaire instruments. Building on these consultations, the meeting provided an opportunity to discuss and agree on key methodological considerations necessary to finalize the survey frameworks, including sampling design, questionnaire structure and the development of enumerator guidelines.
The pilot survey is scheduled for late February, followed by the commencement of full fieldwork operations in March. To ensure high quality, methodological rigor, transparency in the implementation and data collection processes, aligning with international best practices, CoE will continue to work closely with NAPOLCOM through a series of follow-up meetings and technical consultations.
